EXECUTIVE ORDER NO. 26-2006

RE: Airport Conservation and Assessment Panel

Pursuant to Sections 3-2, 3-3, 3-4, and 4-2, of the SUFFOLK COUNTY CHARTER, an
Airport Conservation and Assessment Panel (Panel) is hereby created for the purpose of
evaluating applications for proposed leases, lease renewals, lease extensions, lease
modifications, and licenses and issuing formal recommendations to the County
Legislature, the CEQ, and the County Executive on the environmental, economic and
community impacts of proposed leases, lease renewals, lease modifications, and/or
licenses of buildings, land, or facilities at the Suffolk County Francis S. Gabreski Airport,
and to make findings and recommendations resulting therefrom which shall be advisory in
nature and forwarded to the CEQ, as back-up to the County Department of Economic
Development and Workforce Housing (Department)'s submission requesting SEQRA
review, and to the County Executive and the County Legislature, as back-up to the
proposed lease, lease renewal, lease modification, and/or license.

The assessment of environmental impacts shall be made part of any presentation to the
CEQ in connection with such leases or licenses.

The scope of review shall be limited as to whether such proposals are environmentally
compatible and economically beneficial to the people of the County of Suffolk and in the
public interest as a support, advance, or enhancement of a specifically articulated public
policy objective.

The panel shall consist of the following seven (7) members:

1.) an individual to be selected by the Presiding Officer of the County Legislature;

2.) Hank Beck, residing at 90 Jagger Lane, Westhampton, New York 11977,
selected by the Commissioner of the County Department of Economic Development
and Workforce Housing, an individual who represents the Business community;

3.) Sharon Frost, residing at 639 Stewart Avenue, Westhampton Beach, New York
11978, selected by the Commissioner of the County Department of Economic
Development and Workforce Housing, an individual who represents the surrounding
Community;

4.) Bo Rogers, whose address is P.O. Box 170, Quogue, New York 11959, selected
by the Commissioner of the County Department of Economic Development and
Workforce Housing, an individual who represents the surrounding Community;

5.) Jamie Siegel, whose mailing address is P.O.. Box 1145, Quogue, New York
11959, selected by the Commissioner of the County Department of Economic
Development and Workforce Housing, an individual who represents the surrounding
Community;

6.) Carrie Meek Gallagher, the Deputy Director of Planning of the County Department
of Planning, residing at 256 Gibbs Pond Road, Nesconset, New York 11767; and

7.) a representative from the field of aviation, to be selected by the Commissioner of the
County Department of Economic Development and Workforce Housing, who represents
the field of aviation.

Bob De Luca from the Group for the South Fork shall serve as an ex-officio non-voting
member. The Panel may also designate one ex-officio non-voting member in the field of
'environmental science, hydrology, or community planning.


Four (4) members of the Panel shall constitute a quorum to transact the business of the Panel at both regular and special meetings.

The determinations and recommendations issued in connection with applications for
leases, lease renewals, lease extensions, lease modifications, and/or licenses shall be
rendered within forty-five (45) days after receipt of a Notice of Application Ready for
Review issued by the Department. The determination and recommendation shall then be
attached as back-up to the said application for lease, lease renewal, lease extension,
lease modification, and/or license.

The Panel shall deposit rules and regulations governing its internal process. The finding
and recommendation for each item shall be filed with the County Executive and the County
Legislature before any such application for lease, lease renewal, lease extension, lease
modification, and/or license may be voted upon by the County Legislature.

If the determination and recommendation is not made within the forty-five- (45)-day period
described above, then the application for a proposed lease, lease, renewal, lease
extension, lease modification, and/or license shall be deemed to have been recommended
for approval as of the expiration of the 45-day period.
